NORWAY — Nine properties owned by New Horizon Capital Investment LLC are set to be auctioned off March 15.

A 10th property at 90 Zakelo Road in Harrison — the primary residence of Dawn Cummings Solomon and her husband, Harvey Solomon, principals of New Horizon Capital Investment LLC, was recently pulled off the list of properties to be auctioned.

Dawn Solomon, 42, pleaded guilty in December to defrauding the state of $4 million in MaineCare money through her Living Independence Network Corp. Solomon has over-billed the state for hours and expenses since January 2006, according to Michael Miller, director of the Attorney General’s Healthcare Crimes Unit. She is awaiting sentencing.

Tom Saturley of Tranzon Auction in Portland, who will conduct the auction on behalf of the mortgage lender TD Bank, said Wednesday that there is interest locally and throughout New England on the properties.

They are:

* An office building at 172 Main St., Norway.

* A single-family residence at 34 Greenleaf Ave., Norway.

* A four-unit apartment building at 21 Cottage St., Norway.

* A five-unit apartment building at 24 Cottage St., Norway.

* A single-family residence at 16 Orchard St., Norway.

* A two-family apartment building at 14 Orchard St., Norway.

* The Odd Fellows Building at 380 Main St., Norway.

* A three-unit apartment building at 35 Skillings Ave., Paris.

* A three-unit apartment building at 44 Gothic St., Paris.

Five of the Norway properties have been placed on the market during the past year.

As for the Harrison property, Saturley said, “That property marketing campaign has been postponed.” It is due to a “variety of reasons,” he said, including that the financial institution deemed that it was in the “best interest for all parties to wait for that marketing.”

Saturley said there will be an opportunity for potential buyers to tour the properties before the auction. The schedule is now being worked out.

Saturley said there are tenants in some of the properties and those people are currently being interviewed to determine what would be convenient for them.

“We need to be respectful of those tenants,” he said.

The auction will be held at 11 a.m. March 15 at the Norway Town Hall. Saturley said he generally rents out spaces, such as town halls, Grange Halls, hotel conference rooms and other well-known accommodations that prospective buyers can readily find.

Norway Town Manager David Holt said the auction company is paying $75 to rent the space.

New Horizon Capital Investment LLC and Dawn Cummings Solomon currently owe the town of Norway more than $45,000 for outstanding taxes on 12 properties, including the seven being auctioned March 15, according to information from Tax Collector Shirley Boyce.

Holt said before the new owner can have a clear title, any liens must be paid.

New Horizon Capital Investment LLC also owes $1,575 plus interest to Paris for the two apartment buildings there, and nearly $10,000 in property taxes on the Harrison home.

Dawn Solomon independently also owns several other properties in Norway that are not included in the auction but have outstanding taxes, according to officials.
