FARMINGTON — After purchasing an apartment house next to their market on the corner of Temple and Town Farm roads in West Farmington, Kevin and Cindy Madore want to convert part of the house into a small bakery. 

However, the house and store are in a residential zone, according to the town zoning ordinance. The store is grandfathered, but there’s no room for expansion, Kevin Madore said Thursday.

The couple have talked with other West Farmington business owners, worked with Code Enforcement Officer Steve Kaiser and last month went before the Zoning Board seeking a zoning change. After the board reviewed the proposal and held a public hearing, they approved the plan.

On Tuesday, selectmen will hold a public hearing on the proposed changes at their meeting at 6:30 p.m. at the Municipal Building. They will decide whether to bring it to a town vote.

Owners of Madore’s Market and the hair salon, Salon West, located across the street, would like to grow but they can’t under the residential zone, Madore said.

He said he sees a small bakery with a few seats for patrons to enjoy coffee and doughnuts or using the bakery to make gluten-free pizza dough for his store and employ more people.

The small village area just west of Center Bridge offers an opportunity for growth that he doesn’t see available in downtown Farmington, he said. But they also want to keep it a village where homes and small businesses intermingle, he said.

Several businesses are in the zone proposed to change from residential to residential/light commercial, including Madore’s Market, Pound’s Self Storage, Elks Lodge, Village Smithy, Thurston Mill and Salon West. The zone would include the area northwest of the Town Farm Road-Temple Road intersection and southwest of the Temple Road-Oakes Street intersection.

South of the Temple Road-Oakes Street intersection, the proposal is to also change some of the village business district to residential/light commercial to more accurately reflect current use, according to the proposal.

Southeast of the Bridge Street-Oakes Street intersection, the proposal is to change some of the village residential district to village business. This area already includes service and retail such as the West Farmington Post Office, Print Press and Personalize and the Farmington Grange.

The proposed changes would more clearly reflect the current uses, help West Farmington to further develop as an alternative to the downtown and Wilton Road strip for small retail and service businesses, create more jobs but not change the character of the area, according to the proposal.

Other zoning ordinance changes up for discussion at Tuesday’s public hearing would change the number of seats on the Zoning Board from seven to five and clarify the wording in portions of the ordinance.
