PORTLAND — A Portland City Council committee has voted to recommend that the full council ban smoking in all public parks in the city.

Councilor Edward Suslovic, chairman of the Public Safety, Health and Human Services Committee, said Thursday that banning smoking in all city-owned and maintained parks would complete Portland’s restrictions on smoking near playgrounds, athletic fields and beaches.

The proposal drew support from a business group that said secondhand smoke is annoying and unhealthy.

One speaker at the public meeting said there are bigger problems in city parks than smoking.

The committee also did not pursue a smoking ban in private clubs and fraternal organizations. Members of those groups say they should be allowed to make up their own smoking rules.
