PERU — The Board of Selectmen on Monday night discussed a letter received from the former chairman of the Wind Ordinance Committee about his concerns with the draft ordinance.
The letter from Bill Hine said, in part, that the ordinance is not consistent with the town Comprehensive Plan, infringes on the property rights of landowners and unfairly discriminates against a single industry. He also said it establishes arbitrary standards not based on accepted science and is a product of a group of individuals heavily biased against grid-scale wind power development.
The board was asked to attend Tuesday night’s meeting of the Wind Ordinance Committee and some said they would.
In another matter, Bill Hussey presented a petition asking that an article be put on the November town meeting warrant. It asks people to reverse the vote earlier this year changing the position of secretary of the Board of Selectmen from appointed to elected.
The petition asks voters to leave the position as it is, full time and appointed by selectmen.
Someone questioned whether Hussey’s action constituted a conflict of interest because is the husband of Selectman Kathy Hussey.
Board Chairman Tim Holland indicated that it was not a conflict.
In June, voters approved an ordinance that changed the secretary’s position from appointed to elected. However, an effective date for the law or the word “retroactive” wasn’t included.
The issue is connected to a second ordinance passed in June that bars town employees, such as the board secretary, from serving as selectmen or Finance Committee members.
Since it’s not certain when the change becomes effective, Hussey is continuing as a selectman.
Building permits were approved for:
* A shed on Walker Road for Barry Van DeMoere;
* A deck enclosure for Gary Dick on Irish Farm Road;
* A storage shed for Denise Blackman on East Shore Road;
* A deck extension on Murray’s Cove for Warren Packard;
* A chicken coop on Packard Road for Mark LaCroix; and
* A mobile home on Mineral Springs Road for Joe Roach.
Danny Wing informed the board that he is going to present a petition requesting the town to withdraw from RSU 10.
Holland told him to present it before January when they start to work on next year’s budget.
