RANGELEY — A joint meeting Tuesday by the Board of Selectmen and the town’s six-person Budget Committee centered on which issues should be prepared for the May 20 town meeting.

Residents will vote on the 2013-14 budget at the town meeting .

Among the items shifted to next year’s budget are paving the area in front of the transfer station’s bargain barn and the purchase of pickup trucks for fire and sewer departments.

No other items were on the budget agenda for the Fire Department, Sewer Department, or Parks and Recreation.

At an earlier meeting, selectmen approved the proposed Capital Plan for Parks and Rec, but the state Department of Environmental Protection required revisions before it gives its approval. Chairman Gary Shaffer said he doesn’t see how the revisions can be completed and approved by the DEP in time for this year’s warrant.

The Highway Department is awaiting a large new sweeper unit and is still waiting for word on a road-surface steam cleaner. Town Manager Tim Kane said $16,000 has been budgeted for a highway crack sealer, but the unit has not been ordered yet.

The crack sealer will be of particular use at the airport. A suggestion was made that the town should seek funding for airport improvements from the U.S. Department of Homeland Security, which is the airport’s chief user.

The transfer station’s walk-through this week for oversize bulky waste container bidders was attended by only one contractor. The board will wait for next week’s bid before setting a budget amount for the project.

The transfer station must extend or move the current shingle sheet rock pad because it is encroaching on the burn pile.

The town is considering a switch to single-sort recycling, which could save transportation costs. Kane hopes this can be decided by next year.

The vinyl covers to the recycling shed were slashed again by vandals, which led to a suggestion of surveillance cameras for not just the transfer station, but for all town facilities, including the airport and the lakeside park.

The cemetery budget provides perpetual-care funds for resurfacing the roads with gravel, water line replacement and improving drainage. As defined in a warrant article from approximately 50 years ago, maintenance of stones and markers remains the responsibility of the individual families.

Caroline Bates-Hoffman of Rangeley Regional Health Appointment Transportation reported that Rangeley Plantation has joined the plan, and that the budget will therefore be divided in fifths, with a smaller burden on each member township.

The board previously agreed to M & H Construction’s bid of $1,327,000 for the Carry Road project in order to meet a deadline for the state’s contribution. The board and Budget Committee will work on getting figures together on the School Street and High Street repaving projects for this year’s warrant.

The meeting concluded with a discussion on whether funds traditionally earmarked for donations to local organizations should be redirected to projects that the town needs. Conversely, Shaffer asked at what point does the board go to the people for increased taxation.

The board and Budget Committee have one more joint meeting on May 14 before presenting the budget at a public hearing May 20.
