LIVERMORE FALLS — Selectmen decided Monday to hold a third vote to raise money for Town Office administration.

No date has been set for the referendum but the issue is expected to be discussed at the next board meeting Aug. 19, Town Manager Kristal Flagg said.

A proposed budget for $197,861 was rejected by voters at the polls in June and by a vote of 32-36 at a special town meeting July 22.

Also Monday, Flagg told the board she is waiting for information from Androscoggin County commissioners before voters can decide on a proposed change from Androscoggin County to Franklin County.

The information includes what, if any, obligations or indebtedness the town has with the county, she said.

In June, voters approved studying the proposal to see if it would be feasible. The Legislature also approved allowing the townspeople to vote on the proposed change. If that passes, it moves on to voters in Androscoggin and Franklin counties.

Flagg expects to learn more about a municipal tax increment financing program for the town before moving forward.

She has arranged to discuss TIF programs, options and the potential benefit for the town with a volunteer versed in TIF programs before proceeding, she said.

The board decided to wait to hire a consulting firm even though residents already voted to approve withdrawing up to $15,000 from the undesignated fund to hire a consultant.

In other business, the board approved the promotion of police officer Joseph Sage to lieutenant. Sage succeeds Lt. Thomas Gould, who took a job as Fairfield police chief last month. The department has started looking in-house to fill the patrolman position, she said.

The board also accepted hiring Andrew Conant for a position in the Public Works Department. Conant replaces Warren Smith, who transferred to the Sewer Department.
