PERU — Road Commissioner Joe Roach presented his plans for major road repairs this fall to selectmen Monday night.
Sections of Ridge Road and Dickvale Road that were damaged during this summer’s utility work will be repaired this fall. The damage done at the same time on Gammon Road will not be repaired until next spring. Chairman Jim Pulsifer said it would be a waste of money to repair that section without doing other necessary work on Gammon Road.
Roach said that in the spring sections of ledge will be blasted to provide adequate drainage for Gammon Road. Sections of the road will be raised 18 to 24 inches, and the road will be repaved.
When questioned, Roach and Pulsifer agreed that the settlement for damages done during the utility construction was more than fair.
A referendum will be held from 8 a.m. to 8 p.m. Tuesday, Nov. 5, on whether to take $40,000 from the revaluation reserve account plus additional funds from surplus to hire an independent appraiser for all town real estate and personal property.
Pulsifer said selectmen and the Finance Committee recommend a “yes” vote.
Martha Witherell of Peruvians for Honest Government questioned the statement that the Finance Committee had made a recommendation on the issue. She said her husband, who is on the Finance Committee, had not been contacted about a meeting.
Pulsifer said he spoke to the chairman of the Finance Committee, who told him of the committee’s action. Pulsifer said it is traditional in Peru for various committees to poll their members on simple, noncontroversial issues. He was under the impression that the chairman had called the committee members and a majority had approved the article.
Witherell maintained that it was illegal in Maine for committees to conduct business, except at a properly called public meeting.
Pulsifer agreed, but said as a practical matter Peru committees traditionally operated autonomously. He offered to instruct the Finance Committee to hold a formal meeting to take action on the article if she insisted.
During open session, Peruvians for Honest Government member Dawana Kazrigis again brought up the question of the Peru Recreation Committee funds.
The committee raises funds in addition to those furnished by the town. Pulsifer said all of the town funds are properly disbursed through the town office.
He will arrange a meeting between selectmen and the Recreation Committee to determine who is still willing to serve on that committee and to resolve questions about town oversight of funds raised by the committee.
