PARIS — Selectmen, in a unanimous vote Monday, rescinded the appointment of controversial Norway-Paris Community TV board member Rick Kimball.

The vote followed an executive session that lasted less than 10 minutes.

“The board feels that it could find someone better to fill that position,” Chairman Bob Kirchherr said.

Another person has expressed interest in the position but has not yet put in a formal application, Kirchherr said.

Kimball was at the center of a controversy on the NPC-TV Board of Directors in January, when selectmen confronted him about his alleged behavior as a representative of the town, specifically a physical confrontation he had with another board member during a NPC-TV meeting last September.

In February, selectmen issued Kimball a formal letter of reprimand, referencing the altercation and other issues, such as his independently contacting an NPC-TV vendor, that caused the board to call his actions “unacceptable.”

Kimball was appointed to the NPC-TV board last summer as part of a group of new faces that filled a body that had been dormant for years. Kimball is not a resident of Paris, but NPC-TV bylaws do not have a residency requirement for board membership.

Less than a year later, most of the new members, including Kimball, are no longer involved with the public access station.

Two Norway representatives resigned last month, shortly after a joint meeting between Norway and Paris selectmen about governance issues with the board.

The board is made up of three representatives from each town. Town Managers Amy Bernard and David Holt currently hold temporary seats on the board until other members can be found to fill them.
