NEW GLOUCESTER — Voters at Monday’s annual town meeting cut $5,000 from the proposed $2.86 million municipal budget.

The $5,000 cut in the town’s administrative budget is due to completed salary negotiations with new Town Manager Paul First.

First said Tuesday by telephone that the final numbers are being “crunched” and will be available by Wednesday. The effect on the tax rate is not yet known. The current rate is $13.45, which includes school and county assessments.

Selectmen set the tax rate in August.

The SAD 15 board is meeting Wednesday and is expected to adopt a budget for 2014-15. New Gloucester’s estimated assessment is $4.98 million. The assessment from Cumberland County is $300,000.

Also Monday, residents voted 135-59 to adopt a recall ordinance spelling out the procedure for removing selectmen and school board members from office.

It requires a petition signed by 10 percent of the number of registered voters who cast ballots in the previous gubernatorial election. The petition is given to selectmen who are not subjects of the recall, along with a general statement of the reason(s) why removal is sought. There must be a separate petition for each person being recalled.

Within 10 days of the receipt of the petition, the town clerk or deputy town clerk shall certify the signatures on the petition and determine if it meets procedural requirements.

The certified petition is submitted to selectmen at their next regular meeting and notification of the person(s) whose removal is being sought is notified of the action.

The board has 10 days to order an election by secret ballot, and that election must be held in not fewer than 45 days and not more than 60 days, provided that a regular municipal election is not scheduled within 90 days of receipt of the certified petition.

Unless the official(s) whose removal is sought resigns within 10 days of receipt of the certified petition by the board, the ballots shall be printed.

In order for the official to be removed from office, 55 percent of voters must be in favor of the recall.

The board must fill vacancies within 60 days.
