LEWISTON — Four Twin Cities apartment buildings will get $20 million worth of improvements when a Boston construction and management company takes over.

Michael Packard of Boston-based Weston Associates confirmed a $50 million deal with PropSys for four Twin Cities apartment buildings: The Gateway Building at 11 Lisbon St., Chestnut Place at 282 Lisbon St., Pleasant View Acres on Fairmount Street and Heritage Court at 71 Spring St., Auburn.

“We want to upgrade, modernize and preserve the buildings as affordable housing for the next 30-plus years,” Packard said.

Weston Associates closed on the deal, purchasing the four-development portfolio, on Jan. 16.

Pleasant View Acres is 100 units of family housing off Scribner Boulevard.

The others are downtown buildings with one- and two-bedroom units for seniors and the disabled. The Gateway has 27 units, Chestnut Place has 72 units and Heritage Court has 43. All are project-based Section 8 buildings.

None of that will change, Packard said. The current tenants can stay, but the buildings will get modernized and renovated.

“Pretty much everything, soup to nuts, starting from building systems like heating and cooling, unit interiors, flooring, cabinets, windows and all the systems in the buildings,” he said. “That includes fire alarms, elevators. It’s a complete upgrade to the property.”

The Gateway Building was built in 1902 as a four-story Italianate design by architect George Coombs at the head of Lisbon Street.

It was known as the Masonic building at the time and housed the group’s hall and offices on the third and fourth floors. Androscoggin Savings Bank occupied the first floor until 1975 and other tenants occupied the second floor.

The building’s interior burned in a September 1977 fire and it was left largely vacant for two years. It was rebuilt in 1979 and renamed the Gateway building. A mansard roof and fifth floor were added, and offices and residential apartments were constructed.

The plan at the time was to house a mini-mall with stores on the ground floor, offices on the second floor and apartments for senior citizens on the top three floors.

Chestnut Place was built between 1892 and 1911 by the Callahan brothers, Lewiston clothiers.

Weston Associates is advertising for a Lewiston-based project manager and construction superintendent.

The company builds and manages affordable housing developments in New England, mostly in Massachusetts. It manages nine other developments in Portland and Millinocket.

Preparations for the projects are underway, but the main renovations should begin in earnest in about two months.

“Our construction company is performing the renovations to these properties, so we are spending a little over $20 million in renovations on the portfolio,” Packard said. “We have a large contingent on site, but we’ll hire local subcontractors to do the work.”
