WILTON — The Planning Board determined Thursday that additional information is needed for the site plan review application of the Wilton Fish & Game Association.
The association proposes to improve its shooting range on Route 2 and build a berm around it. National Rifle Association guidelines will be followed to reduce impacts on the environment.
Two board members recused themselves from the site plan review: Keith Shoaps, who is a member; and Maxine Collins, whose son is a neighbor to the association.
Acting board Chairman Charles Lavin suggested using a punch list compiled from the town zoning ordinance to determine if an issue had been addressed and if the board has established that additional conditions must be met.
“It all comes down to does the application meet the standards of the ordinance,” Code Enforcement Officer Roger Williams said.
Among the information requested by the board is:
* A map with 2-foot contour lines to help address surface water drainage. Collins was concerned about vernal pools and muddy conditions in the spring.
* A written plan for seeding the berm with grass.
* Plans to address spent shells casings.
* A sketch of the area and details on what materials will be laid down for erosion control.
* Statements indicating the proposed changes would make the shooting range safer, that spent shell casings would be recycled, and that there would be no additional noise.
The board agreed it should visit the site to get an idea on what impact the proposal could have on town land and bodies of water.
Association President Phil Maurais said he will get the range staked out before the board comes to look at it and asked that it notify the association before it visits.
Lavin said a public hearing on the proposal will be held.
He suggested the association become better friends with its neighbors.
“It’s safe to say there will be no appeasement. There’s a conflict of ideas,” Maurais said.
Board member Peter Chamberlain said, “This is a good community organization trying to make itself better.”
Also Thursday, the board approved a use permit application for Marylena Chaisson, who plans to open a holistic wellness center above the new Wilton Hardware Store at 343 Main St.
Chaisson has operated a similar venture in Rumford for two years and wants to move closer to her home in Wilton.
