MINOT — Selectmen on Monday voted to delegate enforcement of junkyard and auto graveyard laws to Code Enforcement Officer Ken Pratt.

The action followed the board’s April discussion concerning numerous properties that appear to be in violation of state law regarding junkyards. At that time, the board asked Town Administrator Arlan Saunders to contact the town attorney to develop a game plan for dealing with the problem.

The board also reviewed attorney Norm Rattey’s email response, detailing steps that he suggested the board follow. The next step is to send Rattey a list of violators. Rattey would draft notices of violations to be given to Pratt for action.

Selectmen also met with Recreation Committee Chairwoman Candace Gilpatric to go over plans for developing a new multiuse field in Minot Memorial Park.

The board took no action but directed Gilpatric to come back with an implementation plan, detailing what work will be bid out and what work will be done by volunteers.

In a report, Saunders noted that he met with Federal Emergency Management Agency officials to go over the paperwork detailing extraordinary expenses the town incurred as a result of a three-day January storm. Saunders said it appears the town will receive a little over $15,000 from FEMA and over $3,000 from the state.

Saunders also reported he applied for a “permit by rule” for the replacement of the culvert for the Cool Brook crossing of Goodwin Road. Plans call for installing two 60-inch diameter culverts to either side of a 96-inch diameter culvert, which will sit about 18 inches into the streambed to accommodate the passage of fish.

Saunders said he was seeking a permit by rule, which allows the town to go ahead with the project, provided state officials raise no objections during a 14-day waiting period.

The Cool Brook project is expected to begin after July 17.

In a report, Highway Supervisor Scott Parker said his crew will begin ditching along Goodwin Road this week. He said the ball field roads are open and water for the fields behind the Town Office has been turned on.
