TURNER — Selectmen honored longtime resident Mary Richardson with the 2015 Spirit of America award on Monday evening.

Richardson has led the Secret Santa program for many years, assuring that no child is without gifts and no family is without food at Christmas.

Reporting on town business, Town Manager Kurt Schaub said there have been no complaints of infestation of flies from Moark Egg Farm this year. Last year, the Town Office was overwhelmed with complaints about the problem.

Moark management met with the selectmen and residents to voice their commitment to being good neighbors and addressing the fly problem. At that time they were spending over $1 million per year on fly control.

Selectmen sent General Manager Blair Hagy a letter of thanks for the company’s good work in eradicating the infestation.

Greater Androscoggin Humane Society Executive Director Steven Dostie discussed the proposed contract to take animals from Turner. Considering the fact that the town is obligated to properly handle stray animals and that there are no other viable alternatives, selectmen reluctantly agreed to renew the contract.

Selectmen approved a contract with Spencer Group to handle the cold mix paving scheduled for this summer. While the town has the capability of doing the work, it was thought Spencer could do a better job at a lower cost.

Schaub said the Department of Transportation said it hopes to begin repaving North Parish Road by July 16. Selectmen have been unhappy that state plans called for adding a top coat to the road, not addressing the severe unevenness of the road. Schaub said DOT officials told him they had saved 1,500 tons of material on another project and would use it to shim North Parish Road.

At a previous meeting, selectmen voted to join other county towns in a lawsuit over county commissioners not having the final say in their compensation. Commissioner Sally Christner attended the Monday night meeting and said she believes the matter can be resolved without an expensive civil case.

Selectmen held a brief executive session to discuss Rescue Department staffing.
