LEWISTON — City councilors Tuesday asked for a little assurance from their Auburn counterparts when it comes to adopting a new cable franchise agreement.

Lewiston councilors reviewed a proposed agreement for running and operating Great Falls TV, the local cable channel, during a workshop meeting Tuesday night.

According to the agreement, the Auburn City Council and city manager would make most of the day-to-day decisions regarding the station’s budget, and an eight-member committee would decide operational decisions. It also moves the operation from Central Maine Community College to Auburn Hall.

Deputy City Administrator Phil Nadeau said some Auburn councilors had quibbles about the way the agreement was written.

Lewiston Councilor Nate Libby asked them to hold off on making changes.

“The concern of mine is that we are seeing this contract now, in its current state,” Libby said. “And then, after Auburn votes on Monday there could be substantial changes and we don’t have enough time to digest or to renegotiate.”

Great Falls TV is required to move out of its station at Central Maine Community College by Oct. 15. Auburn’s City Council is expected to vote on the new contract Oct. 5. Lewiston’s City Council will vote Oct. 6.

“Maybe as a good-faith effort they could move this contract forward without significant changes,” Libby said. “Then, we can make changes in an amendment process, after this contract is in place and the station has been moved.”

The former agreement expired in 2008 and was never renewed. Great Falls TV has continued to operate according to the terms of the earlier agreement, which funds the station’s three community information channels with franchise fees paid by local cable television subscribers.

The plan recreates a cable TV advisory board, made up of eight members, including at least one city councilor from each city. Auburn’s three remaining members will be selected by the mayor and confirmed by the City Council.

Lewiston’s city administrator will appoint one staff person and the mayor will select two more.

Great Falls TV provides programming for three channels on Time Warner Cable: local government programming on Channel 7, community programming on Channel 11 and educational programming on Channel 22. The station uses a “PEG” model — equal shares of Public access, Educational and Government programming.

The biggest share of the station’s content is government meetings from Auburn, Lewiston and the town of Lisbon.

Subscribers to Time Warner Cable pay a 2.5 percent franchise fee to the cities. Of that, 40 percent is devoted to Great Falls TV operations.
