NORWAY — The Board of Selectmen on Thursday night turned down a request by Norway Downtown to prohibit smoking on every town-owned or -controlled property, including town streets under certain conditions, saying it was too restrictive.

“I don’t support it,” said Chairman Bruce Cook, who, along with other members, said the proposal went too far.

Town policy states there is no smoking in the Town Office, at town athletic fields, in town vehicles or other places, but downtown parks such Witherall Park, which has been a well-known smoking area for decades, would be off limits under the plan.

The plan would discourage people from smoking but does not have an enforcement mechanism to fine people who disobey the plan, Town Manager David Holt said.

“If it’s something that’s not enforced, why would we have a policy?” asked Selectman Russ Newcomb. He said he was not in favor of some of the proposed restrictions.

In other news, the board agreed to spend $24,394 for a stand-alone energy control system at the Town Office that will better regulate temperatures throughout the building.

The Town Office recently had two propane boilers installed but the regulation of the temperature continues to be a problem because of dated and nonworking equipment.

The board reviewed a global control unit that could be operated remotely at a cost of $44,263 but turned that down on the recommendation of Code Enforcement Officer Joelle Corey-Whitman. She is working with Nason Mechanical Systems in Auburn to make the heating and cooling system more energy-efficient.

The board was also told the Norway lake dam still has small leaks despite the installation of new boards last week. The dam needs to have its concrete facing repaired to stop the leaks. That job, which was expected to be done after the boards were in place, will cost $24,000.
