WILTON — A special town meeting will be held Tuesday to consider a $1.35 million grant and a $2.75 million loan for the Wastewater Treatment Plant upgrade.

The meeting begins at 7 p.m. Tuesday, Oct. 20, at the Academy Hill School cafeteria. The Board of Selectpersons will meet afterward.

The town is eligible for loan and grant funding from the U.S. Department of Agriculture Rural Development, but voters need to accept it, Town Manager Rhonda Irish previously told the board.

After electing a moderator, voters will consider accepting a grant of $1.35 million and a loan of $2.75 million for the project. An estimated 2.875 percent interest rate  for 30 years would add $1.34 million, for a total loan cost of $4.09 million.

After opening construction bids in August, the board held off awarding a contract because $4.16 million was still needed. Some funds from phase one are left, but the board decided to see how Rural Development could help with any additional grants and loans.

Olver Associates developed the upgrade plan based on two phases to help the town acquire grants and loans. Upgrade plans were started in 2010 for the then 32-year-old plant and pump stations.

Initially, phase one consisted of upgrades to 31 pump stations and the front of the plant. The plan was revised. Work on the pump stations was completed in phase one. Nothing has been done to the plant, Superintendent Clayton Putnam previously said.

The costs for the work is now $10.86 million, he said. The amount is attributed to rising costs during the past five years, renovation work initially cut that now needs to be included and stricter regulations.
