PARIS — The Oxford County Board of Commissioners voted unanimously Tuesday afternoon to raise the 2016 tax rate to 82 cents per $1,000 of assessed property value.

Last year’s rate was 79.8 cents per $1,000 of valuation.

Commissioners also voted unanimously to set the tax commitment — the amount to be raised by taxes from the 36 towns and the unorganized territories — at $5.67 million.

They also decided on a 2 percent overlay, the maximum allowed, to cover budget shortfalls this year. The overlay account will provide $111,324 for that purpose.

County Administrator Scott Cole cited several factors the county must deal with in 2016. He said the jail tax is up and there are higher airport costs as well as benefits expenses.

“We’re facing the reality of labor contracts,” Cole said. “There’s a lot of uncertainty now.”

Commissioner Timothy Turner of Buckfield and Steven M. Merrill of Norway agreed that an adequate buffer is needed this year to avoid a shortfall. They said last year’s shortfall was $80,000.

“I would not oppose 2 percent,” Chairman David A. Duguay of Byron said.

Valuation of the 36 towns and unorganized territories is nearly $6.92 billion this year, compared to $6.81 billion in 2015.
