TEMPLE — Voters at the annual town meeting Monday, March 14, will decide whether to adopt a 180-day moratorium on applications, permits and licensing for industrial development, and elect three officers. 

The meeting will begin at 7 p.m. at the Town Building at 258 Temple Road. 

Residents will elect a selectman for a three-year term, a school board member for a three-year term and a road commissioner for a two-year term.

The moratorium, if adopted, would last until a Comprehensive Planning Committee can be formed and a plan developed and adopted for implementation by the Planning Board.

The initial moratorium may be extended if the town finds the need for it still exists. The Comprehensive Plan implementation process will include the adoption of new ordinances and amending existing ordinances as necessary.

The warrant article would not impose a moratorium on the construction of housing or commercial retail and service businesses.

Articles with proposed spending amounts include:

• $24,600 for salaries, a $1,000 increase from $23,600 in 2015-16.

• $25,000 for waste collection, the same amount as 2015-16.

• $14,000 for waste disposal, the same as 2015-16.

• $85,000 for roads and bridges, an increase of $20,000 in 2015-16. A total of $40,000 will be raised by taxation, $25,000 will be transferred from excise taxes, and $20,000 will come from a Road Block Grant. In 2015-16, $40,000 was taken from taxation and $25,000 from excise taxes.

• $35,000 for paving, a $9,000 increase from $26,000 in 2015-16.

• $108,000 for the snowplowing contract, the same as 2015-16. This year, $78,000 will be raised by taxation and $30,000 is to be transferred from excise taxes. In 2015-16, $84,000 was raised from taxation and $30,000 transferred from excise taxes.

• $30,000 for winter sand and salt, a $10,000 decrease from $40,000 in 2015-16.

• $40,000 for the road construction reserve account, a $15,000 increase from $25,000 in 2015-16.

• $20,000 for the Fire Department account, the same as 2015-16, with all unexpended funds being transferred to the equipment reserve account. 

• $5,000 for the Fire Department equipment reserve account, the same as 2015-16.
