NEW GLOUCESTER — Selectmen on Monday will begin the final steps to craft a fiscal year 2016-17 municipal budget for voters’ consideration in early May.

The initial draft budget calls for spending $4,695,440, to be partially offset by $3,002,701 in revenue. The net amount to be raised through taxes totals $1,692,739.

The estimated tax rate to cover the municipal part of the budget — which doesn’t include education — is projected to be $3.30 per $1,000 of assessed property value, an increase of 8 cents over this fiscal year.

In addition, the town is expected to pay $328,766 in county taxes for the new fiscal year.

New Gloucester’s part of the Regional School Unit 15 budget is not known yet.

The proposed municipal budget calls for $300,000 for paving. The Morse Road reconstruction project, in its third phase of development, will use $825,000 from the Pineland Tax Increment Financing account.

Another capital project is infield improvements at the New Gloucester Fairgrounds for $110,000. The project has been awarded a $55,000 grant from the Maine Department of Conservation. The plan calls for installing a pavilion, improving parking, kayak racks and a playground.

Town Manager Paul First said Friday that the Budget Committee, which plays an advisory role to the Board of Selectmen, is close to the budget proposed by the board.

The board learned this week that the New Gloucester Public Library was awarded a $40,000 gift from the Tabitha and Stephen King Foundation to install a new roof on the historic building in Lower Gloucester. Initially, the roof project was the top priority of the town’s Capital Improvement Committee and would have used capital reserve money and taxpayer funds.

Because of the grant, the board will now consider whether to leave the funds in the reserve account for future use by the library.

Other details in the proposed budget include:

* The public works budget is $30,000 less than this year because of expected savings in fuel, heating, wages and supplies.

* The proposed cemetery budget was increased from the $18,000 recommended by selectmen to $20,000 by the Budget Committee. This fiscal year, the cemetery budget was $11,000.
