TURNER — The Board of Selectmen voted unanimously Tuesday night to begin enforcing the ‘no sticker-no dumping’ rule at the waste Transfer Station.

Residents who do not have a sticker affixed to their vehicle will be turned away, unless they can provide evidence of residency. Stickers are available at the Town Office, and will also be distributed at the station Friday and Saturday.

Contractors are not permitted to use the Transfer Station.

According to Selectman Angelo Terreri, “You see the same contractors out there week after week.” 

Beginning June 1, residents must pay $8 for each mattress left at the station. Currently they pay nothing because the town pays a $7 disposal charge for each mattress, plus a charge for its weight.

Selectmen from Turner, Leeds and Greene will meet in May to discuss the sale of land owned by School Administrative District 52 in Greene. Turner is concerned that the land is worth more than what Greene will pay for it. The three towns are members of the school district.

In other business Tuesday, officials are seeking a part-time code enforcement officer to succeed Roger Williams, who will resign June 1.

According to Town Manager Kurt Schaub, the final budget for the 2016-17 fiscal year is 1.35 percent higher than this fiscal year, but expected revenue will bring it down to 0.75 percent.

Also Tuesday, selectmen listened to a complaint from Dan Ruttenberg of Staples Road about the number of and condition of four mobile homes and a camper on the gravel pit nearby.

Williams said owner David Richardson has cleared items from the property as requested.

The board was asked if Richardson’s property is actually a trailer park as defined by state law. Selectmen said their opinion is that it is not, because of the acreage and only three homes are inhabited.

Richardson said the fourth trailer would be cut in half to make two sheds.

Williams agreed to take another look to see if there is a camper on the property.

Chairman of the Board of Selectmen Kurt Youland was appointed as liaison to the Road Committee and the Planning Board.

Other liaisons appointed were Terreri to the Rescue and Solid Waste departments and Selectman Steve Maheu to the Fire Department.

Appointed to the Androscoggin Valley Council of Governments were Town Manager Kurt Schaub and Selectman Kevin Nichols, who was absent.
