HARRISON — It was smooth sailing at the annual town meeting Wednesday night as voters passed all 21 articles in 20 minutes.
Walter Riseman was elected moderator.
More than 60 residents weighed in on the $6.1 million budget, passing the spending plan for the coming fiscal year. The tax rate is expected to drop 15 cents to $11 per $1,000 of assessed property value.
Approved were: Administration, $495,240; Public Works for $539,726; Fire and Rescue for $100,126, up $687; Solid Waste, $231,567; Parks and Recreation, $188,782; insurance, $51,304; Public Safety, $186,848; Community Service, $77,550; capital roads for $600,000; Capital Reserve, $300,000; capital and reserve, $197,230.
Items in the capital and reserve account include a payloader payment of $44,730, fire engine payment of $70,000, deputy vehicle payment of $32,500, Transfer Station fencing for $10,000, Parks and Recreation generator overhaul for $12,500, Public Works maintenance for $17,500 and Town Office maintenance for $10,000.
Voters also approved using $731,646 to reduce taxes and authorized selectmen to carry forward balances in excess of 16.5 percent into the capital and reserve account and to spend up to $25,000 to cover any unfunded emergencies.
Resident Henry Hudson received applause after addressing the crowd at the end of the meeting.
“I would like to commend the board and the town manager for bringing in a budget that was under what was last year and keeping services up. I think they ought to be commended,” he said.
