Since the outlawing of fireworks in Maine in 1949, the Fourth of July has become rather dull in the L-A area. Even though the city puts on fireworks displays the evening of the Fourth, much of the spontaneity which characterized past celebrations has been lost. For example, the program for the celebration held 50 years ago noted the following items among its schedule of events — the parade of Horribles, salutes of sunrise, noon and sunset, pedestrian and automobile parades, races, a fireman’s muster, a balloon ascension, and a fireworks display.

Many of the residents who were billed for a Sabattus Street sewer project will get grants through the Community Development Block Grant program to help ease the expense. The City Council Tuesday voted 6-1 to create a program that will lighten the sewer-assessment burden for low- and moderate-income residents on Sabattus Street, Venise Avenue and Chadbourne and Old Chadbourne roads. Of the projected $180,000 cost of the program, $80,000 will come from housing-rehabilitation money in the current CDBG budget. The balance is projected to come out of future CDBG programs. City Administrator Robert Mulready warned the vote would become moot if the contractor who performed the sewer installation did not meet federal guidelines in paying wages. That question has yet to be answered, he said.
