PARIS — A former Waterford man now living in Florida was arrested Wednesday, after a woman told law enforcement that he sexually abused her when she was 8 years old.
Keith Mooney, 42, of Miami made an initial court appearance in Oxford County Unified Court Friday on a single-count complaint of gross sexual assault, a felony charge that carries a maximum prison sentence of 30 years.
Mooney was not required to enter a plea and his bail was set at $10,000 cash.
Mooney was arrested by the Oxford County Sheriff’s Office on a warrant issued by the Maine State Police, which started investigating allegations that Mooney sexually abused a woman, now 19, more than a decade ago when they lived together in Waterford.
The woman told Maine State Police Detective Lauren Edstrom with the Major Crimes Unit that Mooney began abusing her from the age of 2, at first touching her inappropriately and then forcing her to perform oral sex, according to an affidavit. The incidents occurred when she was unsupervised with Mooney, including on fishing trips, in Biddeford, Waterford and Norway. It continued until 2009, she told Edstrom.
In the incident directly related to the charge, Mooney allegedly forced her to undress and then perform oral sex in Waterford in 2006, according to the affidavit.
In July, Edstrom requested an arrest warrant after Mooney failed to meet with a Miami-Dade Police Department detective to have a conversation about the ongoing investigation. He was then arrested by an Oxford County Sheriff’s deputy and transported to Maine.
He is scheduled to appear in court again on Dec. 1.
