RUMFORD — Troy Blanchard of Rumford was sentenced in U.S. District Court on Monday to serve four years in federal prison for possessing a firearm after having been convicted of a felony.

He is prohibited under federal law from possessing firearms because of a felony drug-trafficking conviction in Oxford County in 2014.

According to a statement from the Department of Justice, Blanchard, 27, will serve three years of supervised release when he completes his prison term.

According to Sun Journal archives, on Jan. 19 a person reported shots fired around 7:30 p.m. near Falmouth Street. The tipster told Rumford police that Blanchard was “high and agitated” and when patrol officer Brad Gallant confronted Blanchard on the street, Blanchard tossed his shotgun and ran into a family member’s home nearby.

Officers from Rumford, the Oxford County Sheriff’s Office and Mexico set up a perimeter around the home after failed attempts to make contact with Blanchard.

According to Sun Journal reports, police eventually forced entry into the home where Blanchard was hiding and he was arrested. He was charged with being a felon in possession of a firearm, refusing to submit to arrest or detention, discharging a firearm near a dwelling, criminal threatening and violating conditions of release.

In addition to Rumford police, the case was investigated by the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives.

Blanchard was involved in another police standoff in 2013 on Brown Street in Mexico that ended peacefully. At the time, he was agitated and threatening suicide and, when confronted by police, ran into a stranger’s house and surrendered about an hour later.

Blanchard has an extensive criminal history, including a conviction for domestic violence assault in 2013, and at the time of the incident on Falmouth Street he was out on bail.
