OTISFIELD — Selectmen have scheduled an informational meeting on the single-stream waste recycling question on the Nov. 8 ballot.

The meeting will be held at 7 p.m. Thursday, Oct. 20, in the Community Hall on Route 121, Selectmen Chairman Hal Ferguson said at the board’s meeting Wednesday night.

The ballot question asks if residents wish to terminate an agreement with Oxford County Regional Recycling Corp. for recycling services and dissolve the corporation.

Ferguson said a two-thirds majority is required to approve the request.

In July, Oxford County Regional Recycling Corp. took the first step to dissolve the more than 20-year-old organization when 12 of the 15 municipalities voted to dissolve. According to the agreement, member towns have to hold a referendum.

Escalating transportation costs and a move toward single-stream recycling made the county recycling program obsolete, corporation officials said.

In other business Wednesday, the board announced it has received a permit from the Maine Department of Environmental Protection to begin rebuilding the Pleasant Lake dam in Casco.

The dam on Route 121 is jointly owned by the two towns. Selectmen in both towns have approved a $421,639 bid by T-Buck Construction of Auburn for the work, which is expected to start in early October.

In another matter, the board said it is meeting with owners of the town pound property to get a quitclaim deed signed so the town will own the historic site.

The board is also hoping to meet with the owners of property abutting Saturday Pond dam to get an easement for legal access to the site.
