POLAND — Voters endorsed a $6.63 million municipal budget and imposed a moratorium on the retail sale of recreational marijuana during the town’s annual meeting Saturday.

The session drew 124 voters — a tiny fraction of the thousands eligible to participate — and lasted a couple of hours at the Poland Regional High School auditorium.

The meeting followed a townwide election Friday that attracted 319 voters to pick two selectpersons, three RSU 16 directors, two library trustees and a Budget Committee member.

At the start of the town meeting, a handful of residents received recognition for their service. Among them were Mary and Sonny Chipman, whose work for the Poland Historical Society earned them the W. Ballard Nash Sr. Community Service Award, and the Friends of Ricker Library, recipients of the Poland 2018 Spirit of America Award.

Residents at the annual meeting voted first on a number of land-use amendments, approving most of them but turning down Articles 7, 8 and 10 on the warrant. Two of them would have adjusted wetlands rules and another related to allowing vehicle repair in a rural residential area.

Residents also approved a moratorium ordinance on retail marijuana establishments and social clubs.

The marijuana moratorium delays the creation of any marijuana stores, retail marijuana cultivation facilities, retail marijuana products manufacturing facilities and retail marijuana testing facilities in town for at least another six months while officials in Augusta struggle to enact regulations related to the 2016 referendum that approved recreational marijuana in Maine.

Elected to the Board of Selectpersons were Joseph Cimino and Suzette Moulton. Moulton collected 163 votes while Cimino had 112. They beat out Bradley Arthur Plante, who had 106, and Bruce Uldall, who wound up with 107.

Chosen for three-year terms as an RSU 16 director were Norman Beauparlant and Norman Davis. Melanie Harvey was tapped for a one-year stint on the regional school board.

Picked as library trustees were two write-in candidates, Jane Pentheny and Barbara Ann Howard. Voters picked Lionel Ferland Jr. for the town’s Budget Committee.

Serving as moderator for the annual meeting was Ed Rabasco Jr.
