Donald Harrington, a flagger from Complete Labor & Staffing, looks for cars to stop on Summer Street in Lewiston as Troy Ouellette from Morin Excavation applies mortar to a manhole Tuesday afternoon. In the past year, Ouellette has built up more than 500 manholes in local streets scheduled to be paved, or in this case, have its final coat of pavement applied after paving stopped for the winter. State and municipal paving projects will ramp up again as plants that make the tar come back online throughout the Northeast. (Russ Dillingham/Sun Journal)
