Workers pave upper Congress Street near the Rumford Town Hall on Tuesday. The covering comes after weeks of digging to replace water, sewer and stormwater lines on The Island’s business district. All-State Paving of Massachusetts is the contractor; TW Paving of Auburn is the subcontractor. Town Manager Linda-Jean Briggs said recently that Sargent Corp. has more than doubled its crew to ensure that, at a minimum, Congress Street will be complete by the end of the year.
