OTISFIELD — Selectmen laid the groundwork to prioritize several capital improvement projects that were approved by townspeople during Otisfield’s annual town meeting in June.

Selectman Lenny Adler announced that Roads Commissioner Richard Bean, Jr. has selected a pick-up truck for the public works department, a new GMC 2500 double cab from O’Connor Auto Park. Weirs Motor Sales had quoted $61,735 for a GMC 3500 crew cab.

Adler reported besides costing $3,000 less, the truck from O’Connor comes with a heavier plow. It is already in stock and will be delivered within a week once the purchase agreement is signed.

Select Chair Hal Ferguson read off other capital projects on the town’s list, noting the town’s reserve account currently stands at about $300,000.

“With the Spurrs Corner Fire Department parking lot – it looks like that will be cost prohibitive,” for now, Ferguson said. “The community hall parking lot – it’s an accident waiting to happen. And the town approved adding restrooms to the recreation park adjacent to the town office.”

To alleviate hazards pulling in and out of the community center at 292 Oxford Road, the town has a proposal to build an exit out of the parking lot and onto Otisfield Cove Road.

He brought up improvements for water access at two of Otisfield’s public spaces. One is to add handicapped parking space and enlarge the parking lot at the beach. The second is addressing launch access at recently acquired property on Moose Pond.

“There are erosion issues and access,” Ferguson said. “We need to look at how to take care of that erosion problem and install rocks to stop people from trying to put pontoon boats and stuff in there.”

Moose Pond, a shallow, warm-water pond, is limited to vessels with less than five horsepower and prohibits personal water craft like jet skis.

Ahead of going into an executive session to discuss a personnel matter, Selectman Rick Micklon requested the board table two agenda items. One was to be a discussion of Select Board duties now that there are five officials serving. The second was regarding building permit refunds.

In other business, the board announced recent high school graduates who have been awarded with scholarships by Otisfield’s scholarship committee.

The recipients are: $750 to Michaela Holbrook, enrolled at Central Maine Community College; $1,384 to Deveon Day, enrolled at  Central Maine Community College; $1,384 to Adriana Mills, attending University of Maine Orono; $1,384 to Cameron Sherbinksi enrolled at University of Maine Orono; $1,384 to Patrick Wilkinson, attending San Diego State University;  $750 to Paul Rudman $750, attending University of Maine Orono; and $750 to Tyler LeBlond $750, enrolled at University of New England.
