PARIS — The Police Department budget will be front and center when voters consider the 36 articles on the annual town meeting warrant  Monday at 6 p.m. at the fire station on Western Avenue.

The proposed municipal budget of $7.47 million is a 7% increase over the current town budget.

The police budget has drawn considerable opposition from residents who have voiced their unhappiness during the Select Board meetings the past few months.

A restructuring of the department by police Chief Michael Ward and backed by the selectmen, has raised the police budget by more than a quarter-million dollars to $1.35 million. That 25% increase is roughly half of the total increase in the municipal budget.

Some residents have argued that is too much policing in a town the size of Paris. Suggestions have ranged from cutting the number of supervisors to scrapping the whole department and having the Oxford County Sheriff’s Office provide coverage.

Residents will decide if officials can spend $48,755 from the undesignated fund balance to replace the heating and cooling system at the fire station.

Selectmen are recommending that $1.85 million be used on various capital expenditures throughout town government. That includes $1 million on road reconstruction and lesser amounts for a plow truck, vehicle purchases, maintenance and repairs.

Town officials are asking for a lower budget amount for Norway-Paris Solid Waste and General Assistance. The Parks and Recreation budget shows a lower amount, but that is because the mowing contract is listed in an unclassified account.

Voters will also consider changes to three ordinances. Residents disliked the Planning Board Ordinance at a recent public hearing, which prompted the Select Board to change it so nonresidents will not be able to serve on the Planning Board.

Ordinances covering local food sovereignty and a cost recovery plan for the Fire Department are also on the warrant.
