NEW GLOUCESTER — Selectmen on Monday agreed to revise a draft warrant for the May 2 annual town meeting, following reviews.

On April 12, the board will hold a special meeting to sign the warrant asking voters to approve 37 articles that deal with funding the municipality in 2011-12 and take action on pending energy ordinances and other municipal business.

Two ordinances deal with accepting a $36,125 energy efficiency community block grant and a Property Assessed Clean Energy Enabling ordinance to allow property owners to participate in low interest loans for energy efficiency improvements.

The town plans to use Pineland Tax Increment Financing funds at $1 million to reconstruct Morse Road. Taxpayers will be asked to approve the release of the funds.

After the board reviewed the draft warrant, several members of the public spoke about the status of long term capital reserves that have not been spent.

Resident Gary Sacco, who is the town’s fire chief, asked why some unexpended funds that total $148,000 in various reserves have not been turned back to the undesignated fund since requests to build the funds has been nixed by the town’s Capital Improvement Committee in recent years.

In other business, the board signed a proclamation for the United Society of Shakers declaring May 28 as Gems of 26 Day. The Shaker Village is a member of a consortium named “Gems of 26.”

The “Gems,” according to Leonard Brooks, director of the Shaker Museum and Library, was formed to jointly promote five sites in five towns that include the Maine Wildlife Park, Poland Spring Resort, Poland Spring Preservation Park, Poland Spring Preservation Society, Harvest Hill Farm and McLaughlin Garden in South Paris.

And, finally, SAD 15 Chairman Dr. Alan Rich of New Gloucester told the board that the draft budget for the district is yet to be finalized and will decrease the local mill rate for New Gloucester’s share for 2011-12.

The school board will finalize the budget on May 4 after the last budget meeting to be held on April 27.
