PHILLIPS — Voters at Saturday’s annual town meeting will be asked to decide on ordinances that define off-street parking requirements and ban firing guns on town property.

The meeting starts at 9 a.m. June 23 at the Phillips Elementary School.

An ordinance banning the discharge of firearms on town property is on the warrant. The code enforcement officer will administer the ordinance, and violators will be subject to a civil penalty. If approved, the ordinance will take effect immediately.

The town’s liability insurance policy does not cover incidents involving individuals or clubs using town property as a shooting range. Any claim against the town arising from the shooting range would have to be defended and paid with tax dollars.

If the shooting range were no longer in the town’s ownership and no longer within its control, the possibility of a successful claim would be reduced, though not eliminated.

An ordinance amending the zoning for off-street parking and loading requirements could require property owners planning an extension, construction or enlargement of their property to provide off-street parking space within 300 feet of the building, structure or use of the premises.

“However, commercial users occupying or intending to occupy existing structures on and including the area bounded by Main Street to Dodge Road, Dodge Road to Seward Street, Seward Street to Pleasant Street and Pleasant Street to Main Street are exempt from the requirements of this section,” the ordinance states.

Those boundaries encompass most of the downtown area, so business parking will not be restricted. An area of 200 square feet, appropriate for the parking of an automobile, exclusive of maneuvering space, will be considered as one off-street parking space.

Voters will be asked to approve refinancing a $400,000 loan, which requires paying off a Camden National Bank bond. Voters approved borrowing the money in 2008 to finance improvements to the Toothaker Pond and Reed’s Mills Road and Bridge Street. The town borrowed the money at 3.84 percent; refinancing of the balance would be at 2.49 percent.

Budget increases have been kept to a minimum, according to Town Manager Elaine Hubbard.

“This fiscal year’s budget was $958,119, and the proposed budget for the 2012-13 fiscal year is $969,417,” she said.

Hubbard, who is also town treasurer and tax collector, said the tax rate for this fiscal year is $17.50 per $1,000 of property valuation.

A selectman and school board member will be elected Saturday to three-year terms. Jane Thorndike, who served on the SAD 58 board for nine years, will not seek re-election.

Town Clerk Evelyn Wilbur, who has served in that position for many years, will run for re-election to a one-year term.

Phillips Elementary School’s eighth-grade class will sell beverages, snacks and hot dogs and offer child care during the meeting.

This year’s town report is dedicated to Sylvia Lambert, who has served the town on boards and committees since 1961.
