PORTLAND (AP) — Officials in Maine’s largest city say a much-debated development outside of downtown Portland is expected to break ground by the end of the year.

Miami-based developer The Federated Companies has reached an agreement with Portland officials on the project in the Bayside area. It includes more than 440 apartments and more than 90,000 square feet of retail space.

Developers are calling it “the Midtown project.”

Portland City Manager Joe Jennings says the city identified made getting the development approved a top priority despite numerous speed bumps. The project first came up for debate about five years ago and was scaled down after a lawsuit delayed construction.
